New PHS Conflict of Interest training requirement for PIs and Key Personnel

As you may be aware, the Public Health Service (PHS) published in the Federal Register a new Financial Conflict of Interest (FCOI) Regulation which takes effect no later than August 24, 2012.

The regulation requires that all Investigators before engaging in the research on new PHS awards and non-competing increments made on or after August 24, 2012, complete FCOI training. An investigator is defined as the Principal Investigator and any other person, regardless of title or position, who is responsible for the design, conduct or reporting of the research.  DSR is interpreting this to mean the Principal Investigator and the persons named as Key Personnel.

UF has established a specific FCOI training class that satisfies the PHS requirement. The training class can be accessed through myUFL > My Self Service > Training and Development > Request Training Enrollment, Course Number: DSR810.

Investigators should take the mandatory training as soon as possible. Once taken the training is valid for four years. By taking and completing the FCOI training through myUFL the University will be able to track verify training.

This new regulation only applies to PHS funding (NIH, CDC, FDA, etc.) and other non-federal sponsors that adopt the policy, for example American Heart Association. There is no change to the NSF FCOI Regulation.
